Making Videos on Windows

Does anyone know how to make a video out of a song? I have a bunch of my little brother's work recorded but can't upload it anywhere unless it is in video format and it is a m4a file now.

I tried in Windows Video Maker but I got a message about not having a codec or something?

I think it needs to be in a mp3 format

That's exactly what I ended up doing. All of the files are converting now. I wanted to upload them to YouTube for him but couldn't in the format they were in. He's a country singer :)
