Scale rot. The vet said she didn't think it was bad enough but we're not seeing an improvement.

That's a broad question.
If it is a RI culture should be done prior to an anti-biotic is prescribe, not all RI are the same and therefore you MUST identify the type of RI you are dealing with before being able to prescribe the appropriate anti-biotics.
Anti biotics should never been prescribe as a "just in case" sadly there is a lot of that mainly due to the fact that your average vets have limited knowledge when it come to reptiles.
Anti-biotics can be prescribe for other issues as well, injury, bites, burns in this case it depends on the extent and usually a broad spectrum anti-biotic to deal with infection or the high risk of infection for example in severe burns.
If your snakes needs anti-biotics YOU MUST seek a vet.

In this case it's scale rot. Vet did a slide and said bacteria was present but did not identify the specific one. She said it was mild so we didn't do the antibiotics. But a week later of treatment and it's not looking any better. I've been reading and some things I've found say antibiotics are ok for them and some say it's not. So I'm just wondering what the deal is.

I don't like any antibiotics used in my animals and I personally will not use them on myself either.
Many can do more harm than good to your body (our animals are in "contained" environments) because they kill off more than just the bug you want gone. Sorry ADD kicking in.
Scale rot.... what is your bedding?
Paper towels and keep everything super clean.
Chlorohexadine will usually clear it up.

He's on paper towels and per the vet were doing betadine soaks and silver sulfadiazine cream.

Anti biotics for scale rot an not always necessary it really depends on the extent.
How bad is the scale rot?
Is your vet a specialized herp vet?
What has the vet recommended as a course of treatment?
What have you been doing at home to address the issue since the problem is husbandry related?

Vet says it's a mild case. Yes she's a herp vet. We're doing betadine soaks and silver sulfadiazine cream. And he came to me with a stuck shed and the beginning of the scale rot. So I have him on paper towels during treatment.

Based on the picture is is a mild case indeed and I would trust the vet one that, and the course of treatment prescribed for a mild case fits, you will see progress however it will take time my guess in a shed or two it will be gone.
If I had a snake come in this way I would have sent it back personally, hopefully the sender makes it right.

My concern is that it could be like 4 weeks before he sheds again and I definitely don't want it to progress that long. We're seeing the vet again today actually. I was just wondering if the antibiotics was bad that's why she didn't do it.

Scale rot heal but it takes time, anti-biotics are not bad but they should not be prescribe unless necessary.

Tylan 50 subcutaneous injections have always fixed my problems. Just gotta do a little reading on it.

This is not a reptile-specific answer, but in general there are good reasons to avoid using antibiotics until they are really necessary, in humans as well as in animals. One reason is that antibiotics can have an impact on the various assorted beneficial bacteria that are involved in digestion (and all sorts of other bodily processes that we don't necessarily even know about yet, but digestion is a big one).
The other reason is that every use of antibiotics increases the chances that more of the bacteria will become resistant. Antibiotic resistance is a major issue on a global public health scale when diseases mutate so that the drugs used to treat them stop working in whole populations; and also on an individual scale when someone has a persistent or recurring infection that stops responding to treatment after awhile. Ever hear of someone with a horrific un-treatable flesh-eating infection? That's a victim of antibiotic resistance.
Basically, what you really don't want is to treat the scale rot with antibiotics, but a handful of germs manage to hang around somewhere that weren't killed off by that round, and then reinfect the snake later. Do that a couple of times, and you've basically selectively bread a super-bug of a scale rot infection that doesn't respond to available drugs. Or that no longer responds to the safest drugs, and you have to resort to the ones with nastier side effects.
Basically, if you want antibiotics to be effective when you really need them, don't use them unless you really have to.

Got to love when people who are not vet recommend just any anti-biotics :rolleyes:, because really nothing like prescribing anti-biotics that are not necessary or adequate for the issue.

Exactly so you use anti-biotics even though you have no clue if its needed or not or the right anti-biotic for the issue you are dealing with.....never mind long term consequences. Sadly that is what inexperience people do at the expense of their animals.

Nope I just do tons of research and a RI is one of two things.... upper or lower.... and it fixes both. I paid those hundreds of dollar for a vet once.... guess what happened ..... reptile died...... so don't talk me down for my methods because you don't agree with it. Worry about your damn self. I was just giving them a option to look into. I didn't say go do it now.

Its not about agreeing with anything. Its about giving advice on something that could kill someones animal AND/OR build up immunity because the wrong steps were taken and cause future problems.
BTW the easier thing for any RI would be F10 fogging but I still wouldn't recommend doing it without getting a culture done from a vet to know what you are dealing with. Keep in mind what works in one house may not work in another.

Actually I make sure that people here get proper advice and not advice that could be detrimental to the health of their pet especially when said advice is given by someone with limited experience (You still have a lot to learn about RI here is a hint Fungal, Parasites, Bacterial)

Yup your right in their upper or lower.... and it's fixed every type I've had to deal with where baytril fails. Go do some research it's used pretty widely. And like you said its a public forum and your no expert either so your opinion on my experiences means exactly zilch. So why not just keep your opinion to yourself and let me share my experience and let the OP decide what his course of action will be.

You can buy Tylan 50 over the counter. Most vets (even herps) will throw broad spectrum antibiotics at BPs before getting a culture done. Both times my snakes were resistant to it (most likely because of that practice). In an ideal world, we would get a culture every time and do a targeted antibiotic that we know will be effective. It's cost prohibitive though. Look at livestock production: many of them are given antibiotics in their food. I actually have Tylan 50 from when I treated one of my chickens for an RI and it worked like a champ.
In the end, you need to do your own research and be well informed BEFORE going to the vet, as what they do will not always be best for your snake. Being well informed can help you and the vet come up with a good plan before just giving any old med to your pet.
