She is very dehydrated and underweight. I bought her from Petco and I guess this is the reason why many people don't recommend chain stores. Well what can I do to make her healthy? She is too skinny and I'm worried.... Thank you

Also, I was handling her today and saw this yellow thing inside of her scale. What is this? Is it serious?

The "yellow thing" is called a spur. All BPs have them, both males and females. They have two, one on each side of their vent. They are used during breeding.

As far as the snakes health you just need to provide it a model home and feed it.

Also I can actually lift some of her scale. I guess this is because she is too dehydrated.... What are some ways that I can make her hydrated?

Just leave her be and keep her humidity within range and provide plenty of fresh water.

Just give her a water dish and the appropriate amount of hides and cover that she feels safe coming out to drink from it.

Haha, spurs do look a little like bug pincers. :)

To help hyrdrate, I would also recommend a soak. I got my BP from Petsmart and he was also in bad shape when I got him. He was underfed, underweight, and had a prolapse. But he's thriving now. :)
To soak, I use a large plastic tub with holes I drilled into it, I fill the bottom with about a half inch of lukewarm water and put Sev in there with the lid on. The tub gets nice and humid and he enjoys swimming around. I use a clear tub and just cover it with a towel so he feels safe. I did this once a week for about a month until he was better.
