It's not uncommon to have that issue during or after a shed, or when they are agitated or doing some sort of exertion. If I'm understanding you correctly he's made this noise before - correct?
Please do not soak him. If he displays other RI symptoms, or if the noise becomes constant, take him to a reptile vet.

Its only after a shed for a week or two max. Yesterday... no whistle. He shed late last night. Today... lots of whistle. When I held him during the tank clean he was whistling as he was exploring and crawling all over me, tongue flicking away. Right now curled up in his hide... nada.
