They aren't all bad! I used to have a tokay that wasn't aggressive at all! She was a sweet little thing.

Nice looking Tokay, but those bumps are very strange.. I've seen that before and the arm couldn't move well, so I'm thinking it could be a puss build up in there, but I don't know for sure.
I'd take it to the vet and ask him/her about it, they know much more than I do:8:

Congratulations. I have 3 tokay's and they are great pets to look at. All of my have attitude :D I have never see the bumps on yours before. I love their call. Enjoy.

Try Googling it, I'm sure you can find something about it. It looks pretty abnormal though, and if you read something saying it's harmful, then it wouldn't be a bad idea to take it to the vet.
The Chinese Water Dragon I had, had the same exact thing but only on one shoulder. He was pretty lethargic so I think it may have been from that bump.
