A second UTH would work, you could put both on rheostats or the hot side on a thermostat and the cool side on a rheostat. Or you could buy a herpstat 2 and control both sides. May I ask why lamps overtop are not an option? You can also insulate your tank on the outside using corkboard or styrofoam.

Sadly, the only real suggestions involve money:
Get a thermostat instead of a rheo unless your room temps stay within a degree or two all the time. The ZooMed ReptiTemp 500R is a cheap thing...but it WORKS. It would hold you over until you could afford the better Johnson or Herpstat.
I also ask why lights are not an option? Those would help with ambient temps as well.

Lights are not an option because there is to way for them to be overtop of the tank. even inches away. The tank has a shelf that it sits on and pulls out so I can get him out.

WOuld the UTH on the cool side be smaller? like the hermet-crad zoo-med one?

Depends on the size tank you're using. If it's a 20long, then you should use two 10g sized UTHs on the ends. If a 10g tank, then use a 10g UTH on the warm side and a 5g on the cool side. Either way, you should really have both on a t-stat to make sure the temps stay where you need them. At LEAST have the warm side on a stat and the cool on a rheostat if you just can't do anything better. :)

If you do decide you would like to go for a thermostat - this is rather inexspensive and works well, as well as it is prewired (it comes with the plug for the wall and the power bar)
