I'd use a CHE for the ambient temps if you're that worried about them. A heat pad strapped to the side might not ever give you the numbers you want to see if you keep your snake in a cool room.

Maybe I missed something in the thread, but you said you didn't like that it turned on/off when it went out of the temp threshold. You also stated that you wanted to plug multiple UTHs to it. With a little research you would have found out that not all t-stats work the same. That's why some are cheaper while others cost quite a bit. Also, it sounds like you're stating that it works if you use it as it is intended (UTH plugged directly into the unit). Again, if I missed some bit of info that states differently, then sorry.
Depending on your room temp, your solution may not be viable. Having had to raise ambient temps on a large enclosure before, I can tell you that your plan will not work. Maybe it will work in a tub environment, but from the experience I went through last winter, I would just use a CHE. Sorry if you weren't looking for advice.
I'm glad I have a dedicated herp room and don't have to worry about ambient temps anymore.
