I agree with the fact that it's "outsiders" or people who aren't really familiar too much with snakes. When they think of snake enclosures, they are equating them with small mammal (e.g. hamster, guinea pig, rabbit) or active lizard (e.g. bearded dragon) enclosures, which they're more familiar with.
