You don't need the night drop.
You said you were on a tight budget, why don't you go with a less expensive thermostat? Since you are only running 4 cages it should be fine.

still didn't answer my ? what herpstat should i get im really thinging just using my mom cc to buy one just need to know which one i should buy to run all four cages and still have a timer for my fluorescent light and i still want to have my red light at night and white lights durrning the day if that possible

No, YOU are not listening to the advice that is being given to you! Have you even looked at all the different thermostats offered on the Reptile Basics site? If you are on a budget, you can get several cheaper thermostats and put one on each cage. Or, you can ASK YOUR MOTHER'S PERMISSION to use her credit card to purchase a more expensive unit. THINK about what you want, don't just expect us to be able to tell you. If you're not sure which Herpstat you want, READ the descriptions and see which one suits your setup best. Are you going to put all your snakes into a rack with daisy-chained flexwatt panels? If so, you can use the regular Herpstat. I personally like the Herpstat II, because you can run your full rack on one probe (if all the flexwatt is daisy-chained or a continuous sheet), and use the second probe for a second tub or an incubator. The Herpstat Pro is nice but if you're on a budget you don't need to spend that much. As has been previously mentioned, Reptile Basics offers several thermostats that are cheaper than the Herpstats, since budget is a concern for you.
You will need separate devices to use as timers for your lights if you want them switching on/off for day/night cycles, I do believe. These are very cheap and can be purchased at most stores, like Home Depot, Lowes, WalMart, etc.
