    What are your temperatures and humidity? How exactly are you monitoring them? Do you have a thermostat for your heat sources? What heat sources do you use? (I see the lamp, do you also have a heat mat under your tank and is it regulated?)
    i would stop soaking him and handling him entirely. Stress can actually stall the process even more. Leave him alone for a week and then offer a meal. Getting your temperatures and humidity spot on and getting him to eat regularly are your top priorities especially for such a young small snake.
