Take it to the BOI and do ALL correspondence in writing, no phone calls.

For sure, though, go to the BOI.

    This isn't right.

Definitely post on the BOI, and get everything in writing, but if he isn't answering your emails, all you have left is to call him.

Sorry to hear about the trouble and your loss but the others are right in saying that you need to first, make sure everything is in writing so email. You also need to post on the BoI. Be prepared to answer questions AND post every bit of evidence you have. This includes emails, pictures, etc. Trust me, if you read through the threads there, it's amazing how a non-responsive breeder quickly turns around once there is a thread posted and people see what is happening. You should not have to pay an additional $250 for a replacement since the snake was DoA. Just remember to be respectful and put the facts there no matter how upset you might be. Granted, I'd be pissed if it happened to me, but the community is pretty good at helping fix things like this and a big breeder like that doesn't want people seeing them not taking care of their customers so they should make it right even if it takes a BoI thread to do so.

No it's not normal generally speaking any reputable breeder will have live arrival guarantee which means if an animal dies during shipping (rare but it can happen) you should get a full refund or replacement (depending on availability) at no cost to you.

The only way someone would not refund or replace the animal is if the guarantee was void for whatever reason (recipient not present when the animal was delivered etc) , or your inability to provide necessary proof that the animal is indeed dead which is not the case here.
