I would say no, it is not a Super. If you look at the head color on a hatchling Super, it starts out white at the neck and slowly fades into a gray color at the nose. If you look at that of a Pastel, it starts out either brown with perhaps a little gray mixed in (depending on the animal) and fades into a brown/black color. If you look at the animal in question, it starts out gray and fades into a brown color in on the head and near the nose (which hatchling Supers do not have). This leads me to believe that the animal in question is an exceptional Pastel, but not a Super Pastel, especially since the rest of the body does not appear to be that of a Super Pastel either.
(If my colors are slightly off it's because I'm partially color blind, so it can sometimes be hard for me to tell).
This is not the first time that Pastels that look almost like Supers have hatched out. For example, Corey Woods produced a similar animal in 2006:
