I wouldn't use a human heating pad. They are for humans for a reason.
Get a UTH and a thermostat. The best and cheapest one I recommend is the reptitemp 500r. any heating device MUST be controlled with a rheostat at least but preferably a thermostat.
If you want to upgrade your snake to a bigger enclosure, I would think about a tub. If not, a 30g Long is the biggest I would go for. Remember, floor space is more important with height. The more height you have the more empty space you have to heat and cool.

Thanks for the advice about the heating pad, but I'm terrified to use a UTH after seeing what happened to my nephew's BP. I know of someone else who's snake died after being burned by a malfunctioning UTH. If the human heating pad keeps the temp under the hide right and she can't possibly get burned by it then I see no reason to change it. I've read one too many horror stories about malfunctioning UTHs. I keep a really close watch on her environment. I check her temps several times a day and her humidity once a day. But I do appreciate advice, and I know there are many, many people out there who know more than I do!

...You need to control all heating sources with a thermostat. Your nephews BP and the other person you knew weren't using their UTHs correctly (without a thermostat). That is why the snake got burned/cooked.
We wouldn't suggest it if it was dangerous or had a high probability of malfunctioning.
