The answer would be no, selective breeding does not make the snakes produced down the road a new line.

Right, a new line of a morph has to originate from Africa and be proven to be genetically the same as the base morph already being produced here.

Not true at all. lots of Lines are just selectivly bred morphs through the snake world. and by your definition a breeder in africa could be selling the same pastel offspring to people here and their calling them different things. Its just a name.

and even if I wanted I could take a matrix pastel and breed it to a normal and call the offspring what ever line I want. "Loser Line Pastel" why not? Just what do you think people are going to want? a matrix line that you can trace back to its roots... or this dudes random line we've never herd of?

but If you started to mix and match pastels and produce something more intense like a even higher yellow pastel or something with more intense blushing that we see now, it would be just a mutt of pastel lines selectivly bred. boom new line. and i hope to god you would give it a name so im not just buying "some pastel"

Thats a big negative folks. If you take a Bell Line pastel and a Nerd line pastel, your offspring is BellXNerd blood line....not a new line. Then you take your NERDxBell and throw it in the mix with a Graziani....you now have an animal with the bloodline from 3 different lines, but its still not its own individual line.
You want your own line, you need to bring it in from Africa. This new blood line, fresh set of pastel genes can now be classified as a Loser line.

how can you prove its fresh genes? just because it came from africa? how do you know the Bell Line isn't just a relative of the Nerd line or any of the other lines? just they were taken out of africa at different times. I find it hard to believe that all of these pastels are ALL compatible and are ALL different genes causing the same coloration and same super form.

Lipstick line albino boas are just selectivly bred albino boas not new genes or pulled out of the wild... bout the only thing I can think of right now thats a line.
