I don't really agree with this vet just through simple logic, if it were me, I would seek a second opinion with another qualified reptile vet.
I've heard every argument for and against distilled water. My idea is it's not a naturally occurring thing, so I see no reason to drink it.
RO water is good for salt water tanks.
Spring water? Tastes good I guess.
Bottled water is a hazard to our environment. Did you know almost half of the island of fiji is without clean water? (google it!)
I love me city water!
Well water, ick. Tastes like rotten eggs and copper.
Snakes drink all kinds of water in the wild, and I think there are less invasive or expensive ways of preventing a urate blockage.

I haven't heard of any problems like this at all. This is a first for me. I have however heard of bacteria and excess of minerals causing health issues...mostly contaminants found in the water though. It's hard to believe these beauties live in the wild without all these modern technologies, huh? lol.
As for the "filtration system"- you just need a water filter and ALL houses have them, or should. And if they don't, which would really baffle me, it's most likely 50 bucks in parts to install one using your current water pipes.

Then the filters, the really good ones, are usually good for 2-3 months-
Replacement Filters
Then you could use the sink filters that you can find at Walmart and filter the water yet more for less then 30 bucks-
Brita Faucet Filter
Leaving the bucket in the sun- just put it next to a window for a few hours if you want. It doesn't have to go outside... ;)
