My 3" ball python eats medium rats
Your retic should be eating at least a small rat, if not a couple

I have two sisters to Pat's boy and they are around 6' or 7'. Currently I'm feeding them one adult rat once a week. Tics can eat very large prey for their size and they have a high metabolism. I would never consider feeding them mice. My girls seem a lot calmer when well fed. It would take a good 10 adult mice to get my girls right.

From what I can tell, I would say that snake is underfed. A properly fed retic has the potential to hit 10' in one year.
Double its size in about a month? Tell him to dream on.
New born retics have the potential to eat adult mice for their first meal. Even rat pups/weanlings. He is underfeeding that snake severely with mice at 4'. Retics are near 2' at birth/hatching.
Tell him to get small rats and feed it once every 5-7 days. After about a month. He can go to 1-2 small rats or a medium sized rat.

A retic I previously owned had it's first 1 pound rabbit before she hit 6'. Three foot retic, feed it weaned/small rats.

A 3' retic will not reach breeding size next year. Retics are nothing like ball pythons that you can breed at 18 months. Retics make YOU wait. Usually they wont breed until they hit 3-4 years old.
