dacalio, whatever program you use, I highly recomend it be vector based or at least have vector output (EPS). Vector graphics will give you the capability of scaling the logo to just about any size without losing any quality. I use Adobe Illustrator for just about all of my logos.

If your going to use a raster based program (Photoshop), create it 300dpi. This will help you when you go to print the logo. Remember you can always scale the image down to 72dpi for the web.

well... if you would keep an eye out on the jasc website often jasc offers paint shop pro every few months for free. they dont leave it up long so you have to check everyday but here and there they will offer a full version of the software for free to download. they do it basically to get people interested in it then as newer versions are available you would pay for the upgrade to that version. i think the last version i seem them list for free was psp 10. i use psp 12,photoshop,cinema4d and mayo3d.

Not sure if anyone already posted, but Paint.NET is an easy program to use and creates excellent quality.

I use the paint program and most the time will use the import option under file on gimp to add or fine tune some things that paint doesnt have. My avatar which is my logo was designed using them both.

Photoshop and gimp are more designed for photo editing. For proper logo creation you would want something like Adobe Illustrator or Corel Draw. They certainly aren't free though. For basic logos though photoshop, gimp and other image editing programs will work though.

I second the vector output. That is a must, especially if you want to create shirts, stickers, and various other things.
