    well the city is clearing giving them the benefit of the doubt... i think with modern technology it shouldn't be a problem for them to clear this up. HEPA filters and ozone generators can all but eliminate that kinda stuff.
    i used to do bid and spec for an HVAC company and you should see what's available... i've seen systems that have ozone, HEPA, carbon, AND high power UV all on one air system. it may cost them some money, but clearly you gotta pay to play.

    It's a good thing none of those people live next door to me, especially when it's Pork n' Beans for supper. It's best to stay down wind ya know! :O
