Is the towel supposed to act as a "blanket" of some sort? If so, it's useless anyhow. Blankets are good for creatures that produce their own body heat. Snakes don't, so they can't warm themselves under a towel or blanket.
The idea of putting hot water into plastic bottles (2 liter soda bottles or something similar) is a good idea. Do you have any human heating pads around the house? Those can work, but if they have an auto-shutoff, you'll have to keep turning it back on.
Can you make a run to WalMart or anything? If so, you can pick up heating pads (trying to find those that don't turn themselves off) and you can pick up hand warmers from the hunting or sports departments. Those can help, too.
Any space heaters you can use to warm the general area the cages are in?
Once you get some sort of heat source, wrap the cages in towels or blankets to hold in what little heat you're able to produce.
The cold is not an automatic death sentence for your snakes...and not even a guarantee that they'll get sick or anything. It just increases the risks of illness. They may get through this just fine...so try not to panic. Use your head and figure out what sources of heat you have around the house.

and put under the news papers mamybe she will lay on em is my pastel ok tho with a pan light and a 60 watt bulb?

Well, you're the only one with the thermometer in the enclosure to read. We don't know what the temps are in there. But certainly a bulb is better than nothing.

Wow....I see. Well, we're just as clueless as you are. More so, as we can't even stick a hand in and guess. :P
If you are capable of making that trip to WalMart that I suggested....pick yourself up a couple of Acu-rite thermometers. They can be found in the hardware section of the store near the locks and stuff, usually. Maybe in the gardening section. They're only about $12 each and can tell you temps in two different areas of your tank at the same time, as well as general humidity.

i hope they make it and dont get sick........... if i had a car id go turn the heat on in it and sleep in there with my snakes for the night
but i dont... its my moms also.... can i make a rack and use the shelf part of wood as peg bored? you kno the bored with all the holes in it or should i just get a norm pice of wood and drill holes in the tubs

Stick the one without heat inside a tied pillowase and put her under your shirt, get under the covers in a bed or something. If you have a heating blanket, plug that in and get everything toasty.
Get your female out of the 55gallon tank, it's very unnecessary. 15-32qt tub or 10-20gallon tank is all that is needed. Tubs are so much easier to heat and humidify in the winter, so you may want to make the switch before either of your snakes get sick. Digital thermometers are a MUST. These should have been bought BEFORE the snakes, so you knew what the temperatures/humidity in the enclosures were. It's not something that you should guess.
Snakes need proper heat and humidity in order to maintain their body temp and so they don't dry out from the inside out. Dry air causes respiratory distress, which can lead to respiratory infections if not taken care of.
If you experience power outages alot, PREPARE for it. 40 hour Heat Packs, 2 litre bottles with hot water, etc. It's not something you can just wing and hope for the best...

Holy cow... That has to be the most words in a row without punctuation or even a capital letter that I have ever seen! What the heck is happening in our schools??!?!?!?!?!
Maybe I'm getting old, but that doesn't even make a little sense to me. Is your female pastel a normal, or did you name it Norm?
All I can say is get some equipment... like a space heater.
