    If this is for a High School project, see if there is a School Resource Officer for your high school, they would be able to tell you who to contact(we have a very small department <15 officers town of about 14k, our Commander is the one you would speak with here) If there is no SRO, could attempt to contact the CSO or Community Service Officer, that person would also be able to put you in contact with the correct person. If by chance you have neither (and this could be possible) I would call the dispatch as recommended, ask to speak with the on-duty watch commander, when they call you back ask them who you would need to speak to. If you explain it is for a school project they should have no problems getting info for you. We are contacted quite a bit by students regarding stuff like this. Let me know if you have any problems.
