Hate to disagree with everyone, but it looks like an injury to me. If you look at pic #2, there looks to be a gash running diagonally across the top of its head. The eyecap in question looks to have damage to it. It doesn't look like a retained eyecap to me. It looks to me to be healing ok though. I would watch it very closely for signs of infection. Examine the area on top of his head for exposed flesh. If you find any, you may want to treat with triple antibiotic cream (without pain reliever). If the eye itself was damaged, I would think it would look far worse than it does. A vet trip might be in order if any changes occur.
edit: I would not use a q-tip or anything else on that eyecap! If I'm right, and its an injury, anything you do could cause further damage! :end edit
