I've heard it referred to as a crown head. Evan's Lemon Pastel has that same crown head and has passed it on to some of his offspring as well (ie, Rich's Lustro)!

I think it's because it looks like the masks bandits (like highwaymen) used to tie across their faces - though I could just be dreaming I read that somewhere.
