You need to get the ambient temperatures up, so get a space heater. If you can't afford the higher utility bills, you can't afford to keep a snake. Simple as that. And if you can't afford to keep a snake, then give it to someone who can.
Sorry to be so abrupt, but sheesh. How would you like it if someone put you outside in the wintertime with no way to keep warm? You'd get sick and die. And that's what's going to happen to your snake if you don't quit monkeying around and get the temps to where they need to be.
Again, sorry to come off as rude, but you need to do something ASAP. And from what you describe, a space heater is called for.
