Well if it was belly heat I'd be able to help. I have a melamine rack that uses heat cable for belly heat. Having it turned up all the way I was only getting 80 degrees on the hot side. I drilled holes in the front of the tub and that was all the help I needed. When I pulled the rack apart to check things I taped the outdoor sensor on my thermostat right on top of the spot that is over the heat cable. since adding the holes the tubs now get to the proper temps. I've never dealt with back heat though. Hope you figure things out.

What is the temp in the room where the rack is at? (as someone else pointed out) back heat is not very effecient so you lose a lot of heat to the air. If the room is too cool
