as others said check your power plug on the rhp. I’d also plug it straight into the wall to check it. If that’s not it, is the probe measuring a temp? Could be a faulty probe port on the herpstat. Or faulty probe. Do you have anything else you can hook to it just to test it? A heat lamp or something to see if it works and lights the lamp? Did you buy the herpstat new or used? If used try resetting it to default settings from the menu and see if that works.

Been seeing many post here of late saying they aren't heating right.
Use to be people on here that were so gung ho on them, but haven't heard much from them lately. Just mostly people like yourself who say they can't get their RHP to work right. Don't know whats happening but haven't heard much good about RHP's of late.
people may be setting them up wrong or not taking the time to fine tune them. I have a t8 with a pro products 75 watt rhp in it. Controlled by a herpstat 1 basic. Perfect temps, 89-91 warm side right under the panel, 87-88 on the edges, 86 ambient on the warm end and 79 constantly on cool end. And that’s with a sometimes as low as 63° room temp right now. I have a t25 ordered as well and will be controlled by a hero stat 2 redline and a 120 watt heat panel...and probably a second smaller heat panel controlled by the same herpstat on the cool end since my snakes will be moving into the basement once my dad moves out.
I refuse to use anything else but rhps. Had reptile basics before. Idk if something changed, it’s been 10 years since I had one of theirs, but the pro products works so much better and so much more reliably. Also feels and looks like it’s better quality. They cost more but their worth it. They also don’t have the outgassing like reptile basics does.

Re: RHP and herpstat
Not sure how the pro product RHP setup goes but my VE RHP had me plug it in directly to the wall for like an hour or so before using it to burn off anything left behind by the manufacturing process so I knew right away that it worked. Definitely recommend directly plugging into wall to test it.

Ok so figured it out, user error. When I was squeezing down to get that plug on it I must of pulled the wire a little because it was no longer connected when I looked at it. Redid it, used pliers to help this time, and that puppy is good!
Thanks everyone for their suggestions!
While I have a thread going, does anyone do a night cycle where it drops temp? If so how much or what degree do you put that at?

Glad you got it figured out.
I don't night cycle any of mine.

Re: RHP and herpstat
Happy it all works. No night drop here either.

No drop here as well. Never have except when I bred boas.

Ok cool then I won’t do that. I can’t believe it was something so little I did, but I’m glad it was something so little!! She (who knows what the snake is) is loving it though! Proper set up, proper heat, proper humidity! She’s exploring and so far I’m liking this reptile prime bedding! Next trip to homedepot I’ll get one of those pump misters and will be set!
Do you guys run to accurites in your cage? One for hot side and one on cool? I have one so far and will need to get another if running two is best.

Re: RHP and herpstat
I use 2 thermometer/hydrometers one on each side. I find in my wooden enclosures I don't need to mist I just splash a little water here a splash there when I change the bowls out and I hold 60% plus easy. I actually don't splash every water change just when needed. My snakes have been shedding great without the need for humid hides as it's easy to bump up humidity. Just a couple extra splashes. Twice a month I remove all but the substrate and mix up the reptile prime with my hands to keep it fresh.

That's not a well researched statement, but rather more of an assumption on your part. Folks that have them (RHP's) may still be "gung ho" but don't feel the need to broadcast their heating preferences to the masses every time the discussion comes up.
Radiant heat panels are a wonderful way to provide heat in a cage for many applications. I recommend them based on my own experience, and the information from many others.
Nick Mutton, who CO. authored THE COMPLETE CARPET PYTHON, uses Proline cages and RHP's. Jeff Ronne (Boaphile) provides cages with RHP's and will also use heat tape.
I have 4 Pro-Products panels here and have had excellent in cage results without ever having a single problem. Not only does a single panel provide a hot spot, I get complete ambient cage temps with only a panel.
The majority of the issues with panels are do to improper setup/placement and error with the cord if it is a Pro-Products panel.
Just because a few folks have had issues here and there, mostly due to error, doesn't make using a panel a mistake.
