Heat mats don't raise the ambient temperature in the whole enclosure, they just create a hot spot on the floor. If you put a hide on each hot spot the ambient under the hide will bump up a few degrees, much like if you use an electric blanket under you in bed. It doesn't warm the room but it keeps you warm under the covers.

So if she has a hide with a heat mat on a thermostat keeping the "hot spot" at 93* (measured with a temp gun), and another hide with a heat mat on a thermostat keeping the "hot spot" at 83*, with an ambient temperature outside the hides around 75*, is that sufficient?
