I always thought scale rot is more brownish (like pus it is a bacterial infection) in color and spreads throughout the belly. I could be wrong so don't take my word for it. However, you can give us an idea about your set up. Specifically, too wet of a substrate plus dirty cage causes scale rot. Do you spot clean your cage or check for poops/pee daily? Some people like to wait to clean weekly. What substrate are you using? When you touch the substrate, is it so damp that it sticks to your hand or you can see the water droplets? Is your cage a glass cage with screen tops (More ventilated) or a tub?

Could it be a burn? What kind of heating and thermostat are you using?
