My problem is related to having a stack, if you have a single enclosure you won't have a problem. What's happening with mine is where the radiant heat panel is in lower enclosures makes the enclosure above the hotspot and doesn't allow me to use the radiant heat panel in that top enclosure otherwise the hotspots would be to hot... Therefore reduces my cool side Ambient in above enclosures. (Thats confusing lol)

It sounds like all of your RHP's are on the same side if I am reading correctly. I would alternate sides, and stagger them cage to cage. That way, the residual heat loss from each tank below, helps heat the cool side of the one above it. It could help stabilize your temps a bit more, and even make it to where you can keep your tstats set on the same temp for your hot spot without having to change it based on a minor swing in room temp. Just some food for thought.
Thats what ive been thinking, i mentioned in a reply above...I hate making any aditional holes but that may be the only answer.

There upstairs in my home. Its a stacking heat transfer problem from one enclosure to the next not a lack of heat....
