My snake doesnt climb, always on the ground. So lets say room temp is 70, but floor surface temps of cage are 90/80 respectively. why then would I care my room temp is 70?

Even if the snake has proper belly heat, low air temperatures can lead to respiratory illness. I believe you'll want to avoid ambient air temps below 75 for extended periods of time and the closer to 80 the better. If your room is at 70 degrees, it is very possible that the air inside the enclosure is 75+.
