Your room would have to be pretty darn cold for the UTH to be maxed out at 86F. Was the Herpstat running at 100% or do you have some limit on the amount of power it can feed the UTH? Yes when I clicked through the settings it was running at 100% as it usually does when the temp drops below a certain amount

Do you have a temp gun? What does it read as the UTH surface temp? Also, do you have a thermometer on the inside floor of the tank next to the UTH? What does it read?

I don't see the percentage power your tstat is running on?
A dimmer is not a thermostat and the temperature of the appliance will swing with the ambient around it.
If the appliance is 90*F with an ambient air temp of 72*F, then when the ambient temp drops down to 62*F the appliance will be around 80*F. For the appliance to stay at a steady temperature no matter what the ambient you need a thermostat. A dimmer will only work in situations where the ambient temp is constant.
