Do both - talk directly to the manager ASAP (or a "Pet Specialist"; i'd love to know how exactly they qualify that title), but also submit the formal complaint so that the incident is made a matter of record.

To get the title all you need to do is have the position available and take a basic test that they give you all the answers for (half of which aren't even correct.) There can only be one 'specialist' per department.
