    I hear you there. The one good thing is that if that tape is recessed enough and is not in actual contact with the tub then there should really be no danger of burns to the snake. My guess is between whatever the gap is between tub and tape and the heat absorbed by the rack itself that 3 inch heat tape needs to be hotter to get your target temps. One thing i would recommend is temp gunning all along the heat tape just to make sure its all heating uniformly and that you dont have any faulty spots. Good luck.
