    Check privately-owned pet shops. . .some of them breed their own rodents.

    I heard that Petco and Petsmart are in the process of changing suppliers and don't have a bunch of live animals in supply currently. Could be the same for the other big box stores.

    Here in Alberta, you'd have to breed your own, as it's illegal to privately own rats. They're only allowed to be kept by zoos, universities, colleges and recognized research institutions.
