Where to get unprinted newspaper

Hey I've switched to the newspaper since I'm out of aspen. The newspaper doesn't seem to heat up too well. Tstat is set to 94 and the bottom of the tub under the newspaper is at about 90. But the newspaper is only at like 86. I'm hesitant to increase tstat temp because I don't want it getting too hot because what if they figure out that they can get under the newspaper while it's hotter?

Also what is too hot for flexwatt and plastic tubs? When do burns, fire hazards, and melting become a concern?
