This may not be a viable solution, but if they say "no" to your snakes, do you have a friend that lives near by your work or your new apartment? You could ask them simply to let you keep the racks at their place and YOU go by and feed / water them on whatever schedule they choose... If you have someone close to your work or new apartment, it might be on the way and more convenient for you. You could offer to pay for the electricity the racks would use as well as a little extra for their trouble. I know you wouldn't want to have one of them care for the snakes, but this might be an "in between" suggestion that could work.
Good luck and I hope the landlord is OK with your snakes. Maybe take pics of what the setup looks like, and the size of the adult BPs with an object for reference (especially showing how small the head is) also make sure you note that you feed f/t (if you do) as he may be uneasy with the thought of live rodents in his apartment.
