    If a person brings ANY animal in public, it is their responsibility to mediate between their animal and the public, your animal is relying on you for it's safety(public too), so if someone is out of line, you do what you need to do, rude or not, although you also need to know when the risk isn't worth it, and to keep your critter home, or go somewhere else.
