She is only gonna breed if she wants to. Since she is fairly new so it could be that she just needs more time to get acclimated.
Also could be an issue with the male. Putting two breeding size males together for 10 minutes might get his sex drive going.
They will tussle a bit but not hurt each other. Good luck.
