And before I forget, if you are using a heat lamp also, you can put the water dish right below the lamp to create more humidity. Also, if you are using a lamp, put it on a dimmer switch. A lamp on full blast will watch your humidity down in know time.

Yeah there is that but like I said I rarely get them wet anymore. They trap heat and humidity pretty well when they are dry too so if I might not be home for a long time on a certain day then I will damp the towels

He may be laying on top of it because the che is creating a hot spot on top of it instead of inside it.

The carpet stuff holds no humidity as it is plastic. This means you are solely using the water bowl to hold humidity. A humid hide can help, a larger water bowl also will help, using a different substrate will also help (coc coir is my personal preference, but cyprus, aspen, would be better than the carpet) Changing the air flow will help as well having a gap at the warm end and cool end with the middle blocked will produce circulation and if the water bowl is under the cool end the in comming air will pick up water.

What is the air temp in the tank (the probe not touching the walls or bottom) The stupid part of %RH is that you need to know what the % is of, with out this the % is meaningless. That said unless you air is quite hot it is likely your humidity is low. 40% is perfect if the air is 94ºF but that is far far too hot for an ambient air temp.

Try to not use plastic wrap, use foil instead, cover that with a dry towel and a small blanket if you have one. Put moist paper towels in there.

Your humidity needs to be higher than 30% on a daily basis, not to mention when he's in shed.
