I'm currently using a 30 gallon tank with a 100W CHE. My thermostat is in the mail and I currently have it on a dimmer switch ($10 @ Home Depot)
Just so you know, I keep my enclosure in a room that sits at approx. 75 degrees F and I still run that 100W CHE at about 85% on the dimmer. It's always better to have a little left in reserve than not enough. If it is on a thermostat and being controlled it can't hurt, and it will have a little more capacity if the temperature suddenly drops.
A good friend of mine and veteran snake keeper uses HydroFarms and seems to have no complaints. I wanted something proportional so I opted to spend a little more and went with a VE-200, but it's all about what suits you best.

I would use bioactive substrate. I used an organic soil called foxfarm or something. I have a screened tank with a lamp and my humidity stays at 50-60% without covering the top. Just make sure to water it like once a week and stir the dirt after scooping out the poop!

I would also cover the back and two sides of the tank with dark construction paper or some other material. It will help give your bp a feeling of security.
