    My lil pied was doing that for 2 months weeks, I did the same thing as mayer suggested, but slightly different using 2 tubs, 1 bring holding tub with holes, 2nd to hold humidity i placed in a metal pan for the holding top to rest on and poured hot water in to get good evaporation to get a nice "steam like sauna" almost as if trying to treat small RI from home. for about 10mins, do so 1-2 times a week and itll help loosen up that piece of skin for his next shed.

    If it is a defect your BP will always whistle, I have seen it before, and so long there is no other issue causing this your BP will be just fine.
