    I was gonna ask the same, you can't have too thick of a layer of substrate or the heat will not pass through, move the substrate and temp it

    My substrate is thin - just a few paper towels and some repti-bark.

    With both I would say that's your problem... move them away and test right above the mat. You may need to turn it up a lil to get the heat to go through it all... I would use or the other personally so ya don't have to turn it up.
