Training and exercise... Lots of unused energy = bad behaviors like digging, etc. I'd say do a basic puppy class with the young one and then apply what you learn with the older one, or if the others in the house will work with you, take both dogs to training and each work with one. Once the training is established (walking on leash, not jumping up, etc.) you can exercise them easier. But I'm afraid that daily walks / jogs will be your best option for tiring them out so they don't destroy the yard.
This is why I'm a cat owner... I like working with and training dogs, but for me right now a cat is much easier. I'll eventually get a dog (when we have a house) but I'll have to devote some serious time to the exercise / training to keep it manageable.
