    You need a temp gun to know what the actual surface temps are. You cannot go by what your stat is set at, any stat for that matter.
    Why would you turn off the UTH if it is being properly regulated?
    Also the probe should be attached to the heat source so that it cannot get moved by a burrowing snake.
    Aside from all of the red flags I am seeing, it looks like your snake is going into shed.

    Can't rule out a burn, but it looks to me like your ball is going into shed. Some of mine get a pink belly when beginning a shed cycle, and your BP's head even looks a bit dull in that picture. Monitor it the next few days and see if he starts to go blue.
