You can't run heat tape in series. That would mean cutting the voltage to each section of heat tape. All heat tape and racks are wired in paralell, the only thing that changes is how sections are wired. Some people use seperate pugs for each section then plug them all into the same power strip, for example. Others (me included) wire them into one plug per rack. some use one long section of heat tape snaked back and forth through the rack, but I'm cheap and like to save the 6"-8" of tape per shelf.

I am guessing you have a habistat? I would not try to run two racks off a single TStat . Not only are there temp issues but there also are potential max voltage issues as well.
Herpstats require pure seine wave power some power steps will work some will not. There are ones designed for sensitive eletronics that are fine, costly but fine.
Nothing wrong with habitats however solid units!
