Under Tank Heating Setup... How?

Well if you can find sheets of PVC that would be ideal. anything from 1/4" thick to 1/2" thick would be perfect and allow you to use flexwatt on the outside of the cage. (With a thermostat of course, and as long as the air temperature in the room is warm enough)

Where is the best place to find sheets of PVC?

There are some online sellers like online plastics and McMaster-Carr, but it will be cheaper to find a local source. See if you have any sign makers/shops in your area as they generally carry PVC sheets.
