At home, if the snakes don't eat their F/T first time around, I offer it to the skinks (I use F/T mice) or just throw them away. No refreezing here, I might refreeze meat that I left in my fridge to thaw but the feeder rodents are heated all the way up. I wouldn't eat food I'd thawed to room temp and left out for a couple hours, and I wouldn't offer it to my snakes in that condition either. Maybe I'm a little paranoid, but I'd rather be safe than sorry.
In the stores it's the same situation - we don't refreeze, but there is always something else here that can be fed, so it's not really much of an issue.

I've found it somewhat depends on how you thaw it. If you leave it sitting out at room temp and it thaws, it stays pretty firm and I've thawed and refroze at least 2x for those.
But if you thaw using a hot water bath, it thaws more quickly and seems to get squishy, and if its bad enough, I won't refreeze those, but if it isn't too bad, then maybe 1 refreeze.
I usually just go by what it feels like once it is thawed. The firmer the better.
The only one that has refused is the BP, so anymore I wait to see if she'll eat, and if she doesn't, then it goes to my big corn. But, that won't last for much longer because the BP is just so much bigger.
