I'm in FL as well.

What is the temp on the hot side?

I have C-Serpent adult racks and set the thermostat till the hot side is 92F just as the thermostat kicks off- as measured with an IR gun right on the bottom of the tub (not the substrate). My cool side (front) is 84F and ambient is 82F. All water dishes are on the cold side. I use aspen bedding and noticed at first my humidity was high- like 80%, but no moisture on the tubs. I placed a hygrometer in each tub.... nothing fancy- just a $6 deal, and they are all consistent throughout the rack.

To lower the humidity to a reasonable 60-65% I left just a sifting of bedding in all the tubs and put twelve 1/2" holes around the sides and back of the tubs.... none in the front. This has worked well for me so far, and all sheds in one piece to date.

I have 3 babies in 10gal tanks with open screen tops and the hygrometers in those read 50% with a healthy layer of aspen, but with UTH's. Guess my house is 50% :)

If you are getting condensation there must be a difference in room temp to rack temp. I would expect the rack to be the same RH as the room if this is the case there is no problem regardless of the RH. (also no condensation likely) higher amounts of ventilation will however equalize the temp to the room too. Either more ventilation in the tubs and or warmer room temps will also work.

I actually ran into this same problem yesterday morning. The humidity in my BP's tub was 99%. After much frustration, I found that it was actually due to the fact that I was using paper towels as my substrate. It turns out that the paper towels were soaking up and holding all of the excess water that dripped off of the water bowl after cleaning, and that is why the humidity was so frickin' high. I cleaned all of the water off of the sides of my tub, and put down newspaper as bedding, and the humidity dropped down to 65% after a few hours. I hope this helps!

I had this same problem with my RB rack. I live in Mississippi. I got mine down to 55-62 by keeping the water bowls filled 1/3 of the way. You might want to purchase some smaller bowls. I found that drilling/soldering more holes than 3 rows x20 does not make any difference. I learned this by messing up the first bin I was tweaking everything with.

Also, I turned my ceiling fan up to mid-high setting. If you don't have a ceiling fan you can buy a decent table top one from Wal-Mart for $15-20.

Doing all this brought my humidity down in the 70's.

The best purchase was this table top De-Humidifier. They can be expensive if you are needing to get the humidity down of an entire room. But, this works fine for 4-5 racks.

To OP, don't know if more holes in your tub, or smaller water dishes might help?
