So does it dry or does it not dry?? The manufacturer's directions states to allow to air dry, yet you're saying that it technically does not dry. If it was not able to completely air dry, then there would still be some residue left on substrate...even after absorption and drying(which maybe it doesn't do).

Actually, the manufacturer's directions explicitly state, quoted directly from the can of PAM that I use to treat all enclosures of new arrivals, "Do not use in bare cages without substrate." There's a big difference.

Anyhow, following the manufacturer's directions to hold the can 12-15" from the surface that you are spraying, it would be impossible to treat your substrate in an enclosure without the spray getting on the enclosure itself.

And this is copied directly from Pro Products website...

Provent-a-mite™ uses a water based formula, instead of a solvent based mixture and has been tested extensively and used successfully for more than 25 years by leading zoos, breeders and hobbyists worldwide, assuring it will not create any health risk to your animals when used as directed.

Now your just getting ridiculous. "Do not use in bare cages without substrate", this is what I have been saying.I think most people understand what I'm saying. And fine maybe its not oil based but it obviously has some sort of oil derivative in the formula, or it wouldnt leave an oily residue. Or instead of spraying the substrate inside the enclosure you could spray it in something else then move the substrate in to enclosure, then you would not get it on your enclosure. The directions that you have quoted are exactly what I said, not sure what your point is. But apparently you know best, so have at it. I believe the main topic here is whether or not to spray it directly onto the enclosure or on the substrate as directed. The short answer is on the substrate like I said before.

In addition, I did not say it was an oil based product,I said it SEEMS LIKE an oil based product. Also I never said it was a problem or that you will have a problem if you get some on your tub, all I said is it will leave a residue. and when I said that there is a reason the manufacturer directions say not to spray ONTO the enclosure I was saying bare enclosure, I wasnt saying you cant spray it INTO the enclosure on the substrate.

Feels more like a powder when dry in my opinion. I use it on all of my tubs, then lay the newspaper over the dried PAM. As long as your using it correctly in a quantity sense I think you will be fine. I only spray my 32 quart tubs for a few seconds.
