I can only offer you advice based on my experiences keeping them.
If he is refusing food, his biological computer is probably telling him it's time to slow down for the winter. The shortened daylight hours this time of year and/or any temperature changes will trigger this. I don't drop the temps in my schrenckii drawers until they stop refusing food so I am inclined to believe that shortened daylight is enough. This usually happens in November/December.
You have two choices, brumate him or not. If you choose not to brumate him, he may continue to refuse food for awhile.
As for the other behavior - namely him going after your hand - try keeping him a bit cooler and see if the behavior ceases. For a russian rat, the low 80s are fine for a hot spot , but not for an ambient. It's too high.
