Might want to get a space heater set to keep room in the mid to high 70s. And your temps will get stable

I would try to test both your flexwatt and Herpstat. Pull your snakes out of the rack and plug the flexwatt straight into the wall. 11" flexwatt will max out around 110 f in open air. If it sits there for more than an hour and doesn't seem to get that hot then you might need to replace the heat tape. For the herpstat put the probe on something that you know its temperature. make sure the probe is within 5 degrees if not closer. If the herpstat seems to be the problem try getting a new probe first, it costs so much less and if you find that it is the herpstat unit itself then you much be able to get it switched out.

i put the probe from the accurite onto the flexwatt it read 102f now its on just the shelf reads 80 and 73 and the herpstat is reading 98.8.
Is it the room is just that cold? If so Ill probably look for a space heater today.

No the space heater has too much power for a herpstat to handle.
Sounds like the heat tape might have faulty wiring. But hard to know without a temp gun.
